Tim is a specialist practitioner in our Local Government Team, with particular expertise in providing advice on regulatory and compliance matters, governance and policy issues, statutory interpretation and risk management.
Tim advises and represents Councils in all Court jurisdictions under a wide range of Local Government legislation including the Local Government Act 1999, the Food Act 2001, the Public and Environmental Health Act 1987, the Dog and Cat Management Act 1995, the Fire and Emergency Services Act 2005, the Road Traffic Act 1961 (and Australian Road Rules), and the Supported Residential Facilities Act 1992.
Tim also advises Councils on all aspects of their regulatory and compliance functions, including:
- summary procedure and expiation matters;
- evidentiary issues and the conduct of investigations;
- order making and issuing notices under the Local Government Act 1999 and other Local Government legislation;
- the drafting and enforcement of Council by-laws;
- issues relating to the powers and functions of authorised persons and;
- Code of Conduct investigations.
Tim has a solid and experienced understanding of the environment in which Councils operate. Before joining Wallmans, Tim advised two of the largest Councils in Tasmania. Since joining Wallmans, Tim was seconded to an Adelaide metropolitan Council to provide in-house governance and legal advice.
Tim's industry experience is broad, having also practiced in civil and commercial litigation in the areas of insurance, building and construction and planning and environment law.
