Michael leads the firm’s specialist local government team.

He was previously leader of a team of 30 lawyers for one of the largest councils in the UK and over the past 12 years has developed the most significant local government legal profile and practice in South Australia.

His work with local government includes all matters of governance and risk management, strategic political business and policy advice, judicial review, contract issues, statutory interpretation, administrative law and major projects in areas such as land acquisition, leasing, and the establishment of relevant entities.

Local government and other public authorities use Michael’s skills in a wide range of matters including not only those listed above but also probity and ethics, statutory compliance and legal compliance audits under the Local Government Act and other legislation. Michael also provides consultancy advice and assistance regarding recruitment processes, due diligence issues and contract preparation for the recruitment of senior personnel for Local Government entities.

Michael is widely recognised as the key legal adviser to local government in South Australia and one of Australia's foremost experts in local government law and practice.

Michael has regularly delivered a wide range of workshops, briefings and seminars on behalf of Wallmans, the Local Government Association, Local Government Managers Australia, the Local Government Financial Managers Group, the South Australian Institute of Rating Administrators and several private consultancies. This aspect of his practice has also seen him address the National (Council) Chief Executive Officers Group.
