Michael heads the firm’s significant specialist local government team and is widely recognised as the key legal adviser to local government in South Australia, and one of Australia's foremost experts in local government law and practice.

His work with local government includes all matters of governance and risk management, strategic political business and policy advice. Michael provides specialist legal advice in key areas such as judicial review, contract, statutory interpretation, all aspects of administrative law and major projects in areas such as land acquisition, leasing, and the establishment of relevant entities. Michael's skills are utilised in matters regarding probity and ethics, statutory compliance and legal compliance audits under the Local Government Act and other legislation. Michael further provides consultancy advice and assistance regarding recruitment processes, due diligence issues and contract preparation for the recruitment of senior personnel for local government entities.

Adopting a personalised partnership model and with significant links within the sector, Michael delivers a wide range of workshops, briefings and seminars on behalf of the firm, the Local Government Association, Local Government Managers Australia, the Local Government Financial Managers Group, the South Australian Institute of Rating Administrators and several private consultancies.

Additionally, Michael has been widely published in local government publications and is a sought after author and regular speaker at sector conferences both nationally and within South Australia. This aspect of his practice has seen him address the National (Council) Chief Executive Officers Group.

With a keen passion and appreciation of the political environment in which local government operates, and with considerable experience spanning over 20 years, including leading a team of 30 lawyers for one of the largest councils in the UK, Michael is uniquely placed to provide advice and support on all matters affecting councils.
